Topsites are always an option too. But to be honest I have never had much luck with them. I have read some people claim to have gotten good results with them though.

I setup two proxy sites and submitted both of them to topsites. Then, I promoted one of the proxies on my friends Google Group. The results were pretty noticable...
The proxy that I promoted through a Google Group had 10x more unique visitors than the proxy that was only submitted to topsites.

Word of mouth if always the best. Tell a few friends at school or work, and they tell a few friends, and so on! It advances little by little.
Newsletters and email lists seem to be a popular means now too. There are also a few Yahoo! Groups dedicated to it.
Thanks for the list but i personally do not use toplists
as i hardly get any traffic from these i use newsletter and yahoo promotions
